The Anarchists and Marxists have defined the state as an instrument of coercion which suppresses individuals, groups in society in the interests of particular dominating classes. The definition is incomplete based on the observations of some political authorities. The states in such primitive societies, whether of the past or of the present are either unitary or proto democratic in character. Second, even in the class societies we find far-sighted rulers who make laws unfavorable to the interests of the dominating classes. Third, there are numerous instances, even in rigid class societies, of people having risked everything including their lives, to defend the states against the dangers facing them. Fourth, most far-sighted rulers and political thinkers have recognized that the state can have stability only on the basis of voluntary consent of these considerations show that the state is not always and simply an instrument of class oppression.
